August 31st. Following from Admiralty. Many complainte are being received that especially in Australian waters and the Far East vessels are being detained.
Government Insurance scheme has been designed so as to
in spite of some losses to keep ships running.
It is necessary that trade of the Empire should continue without interruption. If vessels sail after dark make good offing and avoid regular tracks there is small danger of capture. It is most necessary that this should be impressed on all whom it may concern. No ships should ever be detained unless there is definite news of enemy cruisers in immediate vicinity.
